Doimukh NEEPCO office vandalized by miscreants

ITANAGAR, Feb 14: The office of North Eastern Electric Power Corporation Limited (NEEPCO) Doimukh was yesterday vandalized and its staff manhandled by miscreants.
According to sources, a group of unknown people numbering around 35 entered into the NEEPCO complex at around 10.30 am and vandalized the office creating panic among employees. The group also physically manhandled some of the employees causing minor injury.
The group also damaged furniture, computer set and tore down important official documents.

ITANAGAR, Feb 14: Will our state Capital be free from land encroachment or will the state Govt regularize the encroached Govt land in Capital Complex? These lingering questions have shaken the mind of city dwellers again with recent arrest of labour commissioner, who was released later.
Labour commissioner Ojing Darung was arrested under section 3 of Prevention of Damage to Public Property Act 1984 on charges of demolishing the type –IV Govt quarters allotted to him in D Sector, Naharlagun. On the other hand, Darung, while producing a copy of survey report of the PWD said nothing illegal has been done in dismantling the quarter. He further said that he had already applied for allotment of the said plot of land. However, Chief Estate Officer cum additional district magistrate, Capital Complex, Talo Potom said ‘all codal formalities’ were not maintained while dismantling the Govt quarters. Potom further clarified that the arrest was made in connection with the dismantling of Govt quarter not encroachment.
When enquired about the action taken against the Govt land encroachment in Capital Complex, Potom further said that hundreds of illegal structures built in Govt land along the sector roads and nation highways have already been dismantled/evicted.
Responding to a specific question, Potom, while mentioning some of the land encroachment cases in Chimpu, Naharlagun and Karisingsa etc, said many individuals have been booked irrespective of tribe, caste, religion in recent past in connection with land encroachment cases.
Claiming that around 81 cases of land encroachment have been ‘dismissed’ due to ‘non-
Referring to the Govt decision taken in August last regarding land allotment/ encroachment of Govt quarters and recent decision of the State Govt on Right of Way in state capital, the ADM further said that except some major cases, almost 50 per cent of land encroachment cases have been solved. When contacted, Housing director Techi Govin said steps have already been taken against land encroachers and more than thousand cases of land encroachment have been forwarded to the competent authorities for action.
Changma Tajo of All Arunachal Pradesh Workers Union (AAPWU), while reiterating its stand said that AAPWU is not against any community or tribe but is against the Labour Commissioner as he is not properly implementing the welfare schemes meant for the labourers.
Govt land encroachment has already become a major and irksome issue for authorities concerned.
According to sources, there are 2296 encroachers of Govt land including Govt quarters/office premises in the Capital Complex right from Banderdewa to Chimpu.
As per the encroachers’ lists prepared by the land department following a Cabinet decision in 2010, 843 individuals have encroached the Govt quarters and offices. Out of the total 2296 encroachers, there are 337 encroachers of Rights of Way (RoW) along NH52 A. Also records shows that encroachment is more visible in sector areas. There are 1116 encroachers of RoW in sector, colony and approach road.

He informed that Arunachal dominated today’s match with 80% ball possession. Meanwhile, Arunachal Pradesh Football Players’ Association (APFPA) has sought more support and encouragement from the state government and APFA for further development of the sport in state. Providing facilities like proper ground for practice, incentive for coaches and players and their due recognition will go a long way in improving the performance of the state team, the players’ association said.
Though the state government led by Chief Minister Nabam Tuki and APFA led by MP Takam Sanjoy as president have shown keen interest in games of sports sector, there ‘s still lot to be done, APFPA said. It, however, hoped sport in Arunachal Pradesh will reach another height under the patronage of the Chief Minister.

ITANAGAR Feb 14: In commemorating the Silver Jubilee Celebration the Nyishi Elite Society led by its President Bengia Tolum paid floral tribute to the portrait of late Nicham Sonam, former General Secretary NES on his 15th death anniversary at A Sector Itanagar.
“Nicham Sonam came to this world to give something to the community and left us for his heavenly abode on February 14,1998, said Tolum.
Nicham was culturally resourceful and was man of amiable. He was the person behind success of Nyishi Unity Movement and good will mission to East Kameng in 1978 as he was the only and first graduate from Seppa at that time, Tolum recalled.

Young researchers urged to promote folklore, oral literature
ITANAGAR, Feb 14: Rajiv Gandhi University Vice Chancellor Prof. Tamo Mibang urged
the young researchers to come forward for rescuing age-
Chairing a one day national seminar on Folklore Proverbs of the Tribes of Arunachal Pradesh at Rajiv Gandhi University today, he expressed happiness over the relevancy of the seminar in current context and urged the young researchers to come forward and rescue the folklore and oral literature of Arunachal Pradesh for cultural unification and social integration among the tribes.
Prof. Dinesh Baishya, Dean of Media and Cultural Study, University of Science & Technology, Meghalaya elaborated on significance of folklore proverbs in current multicultural society and urged the upcoming scholars to take up the issue seriously so that rich cultural and biological heritage of Arunachal Pradesh could be nurtured without losing its essence in future.
Prof. Anil Boro, Department of Folklore, Gauhati University has shared his experience with young scholars from different parts of the country and admired the noble initiative of the organizing committee in bringing such valuable topic in university platform for scholarly debate and discussion and for formulating policies for way forward. He also mesmerized the audience by his humorus Boro proverbs which really impressed the participants.

important folklore proverbs of the Tagin community. His presentation was followed
by Dr. Phillip Mody, Department of Commerce, RGU on Millang Adi proverbs informed
great social and cultural relevancy to the contemporary society. Dr. Hui Tag, Department
of Botany, RGU, and General Secretary of Nyishi Indigenous Faith & Cultural Society
(NIFCS) has presented folk proverbs of the Nyishi Tribe and their role in governing
Biocultural and Social environment of East Himalayan ethnoecological landscape. He
informed that folklore proverbs is scientific and rationale and still playing a significant
role in conservation of cultural and biological diversity of this global biodiversity

The rationale of the seminar was conceptualized by NIFCS and Abotani Academy, few among the pioneer regional NGOs working on indigenous cultural preservation of Tani belt established way back in late 1990s and this noble concept was patronized by Department of Political Science, RGU.
The rationale behind the seminar was to document losing tradition of tribal folklore proverbs which has deep philosophical and cultural meaning and has proven as powerful ethical and moral tools that governing social, economic, political, cultural, spiritual and overall ecosystem functioning of traditional ethnoecological landscape. These folklore proverbs, folk songs, folk dance which are proven highly scientific and rationale by contemporary conservation biologists, and even scientifically developed western nations are likely to lose its identity in coming decades due to onslaught of modernism. The seminar was organized with major objective to documents such valuable knowledge system in written form in immediate future which would act as ethical and moral guidelines tools for the future generation living in this East Himalayan critical ecosystem in general and the tribes of Arunachal Pradesh in particular.
The seminar was organized by the Department of Political Science, Rajiv Gandhi University in collaboration with Nyishi Indigenous Faith and Cultural Society and Abo Tani Academy, Yazali.
Kri assures all possible help to PLHIV
ITANAGAR, Feb 14: Parliamentary Secretary (PHED & WS) assured all possible help to the people living with HIV (PLHIV) in the Lohit district which has high prevalence rate of HIV.
While kicking off the Rock Concert on HIV ‘Live Another Day. Journey Against AIDS’ at Jubilee Ground, Tezu yesterday, Kri said that he will provide one condom vending machine to District AIDS Prevention and Control Unit (DAPCU), Tezu and also assured to provide free rice on monthly basis under government schemes to PLHIV. Kri appealed to the youth to be equipped themselves with proper knowledge about the disease so that they remain safe from HIV.

Admin. reveals plan to regulate Rly passengers
ITANAGAR, Feb 14: The state Govt would adopt proper mechanization to check ILP/RAP of train passengers before they enter the state through railway line. This was informed by the Papum Pare district administration in a meeting held between district administration and representatives of All Arunachal Pradesh Students Union today on the security issue that has to be addressed while implementing the railway project in state capital.
The meeting was attended, among others, by DC Pige Ligu, SP Nabam Gungte, panchayat members, government officers and student leaders.

District Level Orientation Workshop on Community Monitoring
PASIGHAT, Feb 14: The District Level Orientation Workshop on Community Monitoring sponsored by National Rural Health Mission (GoI) and State Health Mission was organised by Doying Gumin College, Pasighat in collaboration with the Daying Ering Foundation, the district nodal NGO.
In his keynote address, Principal of Doying Gumin College Dr Egul Padung highlighted the concept of National Rural Health Mission by introduced by the central government in Arunachal Pradesh.
Neiy Tayeng, Coordinator, District Community Monitoring Committee, dwelt at length on the importance of community monitoring in the rural villages and the necessity to the community monitoring of rural health systems.
Geman Tamuk, resource person of the district community monitoring committee spoke on the health rights bestowed to the people and highlighted on the need of ‘rights based approach’ to the demand of better health care system for potential beneficiaries.
The three days workshop started from the February and it was attended by people from Mebo CHC block including the village Gaon Buras, ASHA workers and PRI members of various villages.
People from Ruksn CHC block and Nari CHC block attended the second and third day of the workshop respectively.
The main objective of workshop was to locate community monitoring in the larger framework of community participation and ownership in Comprehensive Primary Health Care and to update participants about the community monitoring process under NRHM which will be implemented in the district soon. DIPRO
KHONSA, Feb 14: The district-
The officers representing various departments submitted their progress reports along with photographs on various centrally sponsored schemes like SPA, NLCPR, ACA, RIDE,NEC, DoTC, PM Package and BADP etc. with proper records. They also expressed the bottleneck while executing some of the schemes. Most of the departments had completed their schemes though there were inordinate delays in some cases.
While reviewing the schemes Tirap DC Dr Sachin Shinde said that there has been a significant paradigm shift in the policy of the state government adding that monitoring of the schemes had been accorded top priority. He asked the officers working in the circle headquarters to conduct the meeting immediately and submit the reports. He asked the executing agencies to mandatorily produce photographs of the schemes and asked them to handover the completed quarters and other assets to the concerned departments immediately after completion with proper records and by maintaining proper formalities.
The DC told the officers that they must ensure that the schemes were completed on time and that there must be no compromise on the quality of work. He expressed concern over the absence of some Executive Engineers in important meetings that does not augur well for the district.

AALO, Feb 14: Transport and Cooperation Minister Jarkar Gamlin met the fire victims at Puak Gumin and consoled them to overcome the misfortune today.
Stressing on the need to prevent such mishap in future, he appealed to the inhabitants of the thickly populated colony to keep space for movement of fire tender, men and materials during such mishaps. The recurrence of such fire accident in this particular place is quite unfortunate and time has come for our people to construct dwelling houses with CGI roofing to avoid such house fires, he said.
The Minister insisted on detailed assessment of the losses for consideration of the govt. The minister also contributed Rs. 10,000 from his side as immediate relief to each fire victim.
West Siang Deputy Commissioner, who was also present on the occasion, said that road connectivity and spacing in all sectors are quite essential and he appealed the welfare committee of the colony and inhabitants to cooperate with the district administration to sort out any such problem. Reiterating its earlier demands, the Action Committee insisted the State Govt to act more in completing the investigation within a given time frame. It appealed to all individuals, society/union etc. who were the eye witness of the incident that took place at Aalo leading to death of Yudik to come forward and help SIT in investigating the case so that circumstances that led to brutal murder of Yudik can be unearthed and perpetrators in the instant case can be booked under appropriate sections of law for awarding exemplary punishment.
The Action Committee also demanded for dropping of criminal proceeding against innocent members for alleged damage caused to the Paktu Pillar at Aalo.
“The Action Committee sees it as an act of someone to divert the main issue which is unfortunate and uncalled for”.
It also hoped that the new GWS team will work on the charter of demands placed by the Action Committee on Aalo incident to state Govt and by pursuing the demands placed before the state government.
ZPM completes wheel-
ZIRO, Feb 14: In Continuation of his mission to locate disable, partially disabled and old age persons, Diibo ZPM Bamin Siri yesterday reached Dutta village, Nenchalyang village and Hapoli town and distributed numbers of wheel chairs, crutches and walking sticks.
Siri accompanied by Hiinyo Tai GCP and Roto Tago ASM visited Dutta and Nenchalyang villages where he distributed six crutches and 14 walking sticks to partial disabled and old age persons.
At Hapoli, he along with ASMs Hano Tago, Tamo Gumbo and Bamin Apii visited to a number of houses where disabled and old age persons were residing and distributed four wheel chairs, three crutches and eight walking sticks.
After covering his area, the ZPM reached Hija village on request of ASM Nada Nyikang of Hidu Subu Anchal segment of Hija village where he distributed three wheel chairs.
Contented with the service provided by the ZPM, ASM Nada Nyikang of Hija village said, “Though he is not our ZPM but responded with my request. He distributed wheel chairs to deserving people of my segment. I really thank him for the yeoman service that could not be provided by me” Nyikang added.
“I never thought somebody will present me such a useful thing before I die. I have no befitting word to express my thanks to ZPM Siri”, said 82 years old woman Kime Pubyang.

BCIF moves AAPSU on airport issue
ITANAGAR Feb 14: All Arunachal Pradesh Students’ Union (AAPSU) held a meeting regarding shifting of Greenfield Airport from Karsingsa to Hollongi under the chairmanship of its president Kamta Lapung here today.
A team of Banderdewa Circle Intellectual Forum (BCIF) also attended the meeting and alleged government’s failure to solve its ‘genuine’ demands.
BCIF told AAPSU that the DPR for the airport has already prepared and the feasibility report Okayed the Karsingsa site for establishing the airport. Further, the foundation has also been already laid in the site, AAPSU informed in a release.
It sought AAPSU’s intervention, if the demands are found genuine in public interest.
“The shifting of Greenfield airport is purely based on interest of some individuals and it also became a centre of gaining political mileage,” said Kipa Taniang, General Secretary BCIF.
“The Chakmas are refugee against whom the AAPSU has been fighting for last many decades and they have no right to sell land. The RR policy of the state govt. has clearly included Chakmas in the Project Affected Families (PAF) which is not fair and justified for the people of the state and nation as whole”.
The BCIF claimed that their agitation on the Greenfield airport called earlier were justified and will continue to fight till the justice is delivered.
AAPSU in its release further informed that the BCIF president has criticized the state government for failing to solve the issue. According to BCIF, the release said, forest and defence clearance against the project have already been obtained and it is found to be fit for establishing the airport. BCIF also rejected Govt’s technical difficulties in regards to landing and taking off at Karsingsa field.
“The Karsingsa ground is lower in altitude as compared to other famous airports such as Sikkim and Ladakh. Further BCIF flayed the present government for lending a deaf ear to their genuine demand.
Meanwhile, AAPSU president has assured BCIF to cooperate with it if the demands and claims are found genuine after proper investigation.
He said that AAPSU being the apex students’ body of the state is always fighting for people’s cause and will never tolerate any injustice done to our own indigenous people.
The AAPSU president received the relevant documents on the issue from BCIF and assured to visit the proposed site very soon.
Meanwhile, Lapung urged state govt. to bring IAS cadre for smooth administration of educational department as a director.

Assaulters arrested
ITANAGAR, Feb 14: Four persons, namely, Janam Dodum, Runa Dada, Sonu Tabri and Tango Gyadi were arrested from Bameng village, New Seppa and Power House Colony, Seppa, in East Kameng district by police teams in connection with the February 5 DNGC students’ union general secretary Gorak Rikam assault case. A case (FIR No 32/13 U/S 448/326/34 IPC) has been registered against them at the Itanagar police station, City SP Surender Kumar informed in a release today.
They were remanded for 14 days judicial custody at the Central Jail in Jully.
While appreciating the district administration and Capital SP for taking prompt action against the assaulters of DNGC GS Gora Rikam, the Students Union of the Dera Natung Govt College today appealed to the administration not to grant bail against the culprits.
Advocating for strict punishment to the accused, the Union demanded immediate installation of CC TV camera at all vulnerable points in the college premises.

KVK programme
ITANAGAR, Feb 14: Krishi Vihyan Kendra (KVK), Changlang organized a vegetable saplings and seed distribution programme at Lew Longkey village under Kharsang circle.
The subject matter specialist suggested the farmers to adopt scientific methods in agriculture field for high yield. He discussed with farmers about scientific cultivation of Chilly.
Programme Coordinator of the KVK Dr. N Kumar suggested the farmers to prefer new ideas in the field of agriculture.

Tamladu greetings
ITANAGAR, Feb 14: Governor of Arunachal Pradesh General (Retd) JJ Singh and Chief Minister Nabam Tuki have extended sincere greetings to the people of Arunachal Pradesh on the auspicious occasion of Tamladu.
In his festival message, the Governor expressed his hope that the festivity will evoke the blessings of Almighty and protect us from natural calamities. On this sacred occasion, I offer my prayers to Almighty Lord Jebmalu to bless each one of us with his choicest blessing, he added.
“These are the days of festivals….time to celebrate our varied culture and reaffirm our unity,” said Chief Minister Nabam Tuki in a message this evening wishing the Mishmis of Lohit district on occasion of Tamladu.
Tamladu, celebrated by the Digaru Mishmis on February 15, is a public display of their religious, social and supernatural beliefs to protect their village and people from any natural disaster.
“I join my Mishmi brethren in praying the God of Water and God of Earth to save our people from natural calamities. May Lord Jebmalu save us, our animals and the newly planted crops from all disaster,” Tuki wished.
The Chief Minister specifically prayed the Almighty to keep at bay natural disasters and fire mishaps, which is haunting human habitations too frequently these days.
At the same time, he appealed all, especially those in rural villages with kutcha houses, to remain vigil and adopt fire preventive measures.

Saint Vincent Pallotti School celebrates first annual day
ITANAGAR, Feb 14: Saint Vincent Pallotti School, run by the Catholic Mission at remote Siyum in Upper Subansiri celebrated its first annual day on February 12.
The day was marked by various cultural performances by the tiny tots as they showcased their talents and won applause of the audience. The block education officer, Siyum, Tago Nima presided over the function and awarded prizes to the meritorious students in academics and extra curricular activities.
He exhorted the students to make full use of the facilities provided by the school. He also advised the parents and the general public to educate their children for a better tomorrow.
Earlier Fr. Siju Jose gave welcome address and expressed his confidence that the school will scale new heights in the coming years.
Fr. Sijo Chacko, the principal, presented the annual school report and elaborated the achievements of the school.
At present the school has 65 children with LKG and UKG sections. The programme was attended by parents, parishners and teachers of various schools in Siyum and its surroundings.

Police behavior scares citizen
Dear Editor,
Through the column of your esteem daily, I would like to express some my view regarding rude behaviors of Civil and IRBn police of the state. It has become a habitual practice of our police personnel to threaten the poor and uneducated common people and obedient students with their words. These types of misbehaviors and indiscipline manners of one of the most known discipline groups of society creates fear psychosis and indifference attitude among the people. Such types of activities of police personnel are also widening the relationship between them and common people.
Today I was leaving for my college in hurry because I was getting late due to the
engagement ceremony work of one of my elder sisters and therefore I forgot to wear
helmet. On the way to college, I was stopped by police near Tata Sumo Counter, Ganga
and was verbally abused and my bike key was snatched. I was fined and had to pay
Rs 300 and accordingly challan was issued against me. Even after paying fine when
I tried to get bike key back, the police still ill-
I want to ask the department concerned; "Are they are trained to talk and behave like this do? I appreciate capital administration and other police officers and officials for checking against traffic violators and drive against black films, but I am saddened with the way in which they are doing, especially with the activities and behaviors of some of the Civil and IRBn policemen.
We respect the police and think them to be our saviour. We obey their rules and regulations, but they are not likely to be respected. Though laws provide them power and position to maintain law and order and control crimes in the state, but it does not mean that they should use such powers for frightening and harassing the public and students. I am not saying that police are not pro people and people friendly; I am talking about those policemen, especially IRBNs who use powers unlawfully and unnecessarily.

Dear Editor,
It is very sad to learn from various sources such as NDTV, Arunachal Times...etc about the incident that occurred in Chowkham and being a social development professional condemn such heinous activity that is anti social. I wholeheartedly support that the culprits should be booked immediately and punished so that this kind of act is not repeated by anyone in near future.
I urge the Khampti brethren not to take law and order in hand in order to maintain peace and harmony. Also urge the Chakma leaders to cooperate with authority against such crime.

Please release our salary
Dear Editor,
Through your respected daily I would like to draw the attention of the concerned authorities, that we the SSA are doing our duties with dedication in areas far from our home. It is really sad to say that we are deprived of our salaries. The concerned departments should know that we are also having families to look after, children to take care of and last but not least stomach to be filled every day.
Therefore I would like to request the concerned authorities to look after our problem as soon as possible.

BSNL service at Bhalukpong need urgent attention
Dear Editor,
Through your esteem daily I would like to bring it to the notice of concerned authorities that Bhalukpong is an important gateway place for 3 districts with highest inflow record of domestic as well as international tourists. This place needs better network communication for the betterment of the visiting tourists in particular and general public as a whole. But the present BSNL network service at Bhalukpong is very poor. It remains off for days together particularly during holidays and there is no one to raise this issue of public interest may be due to which it is always holiday for the BSNL staff posted at Bhalukpong. These staff or the equipments need immediate replacement for standard service.
